Keep the heat on in every room with plumbing, open cabinet doors under sinks on exterior walls, insulate exposed runs, disconnect garden hoses in autumn and let a vulnerable faucet trickle in a hard freeze.
Gentle heat from a hair dryer on an accessible pipe is reasonable. Never use a torch or open flame, and if you cannot see the pipe, call instead.
It can. Ice expanding splits the pipe while it is frozen, and the leak only appears once the ice melts and water flows again.
